CDR is the most valuable trait for this build, as it is heavily based on playing around your skill rotations. Shorter cooldowns means faster rotations, and more mobility to disengage and re-engage, or to escape in case the fight goes south. If you get CDR as a trait, it is MUCH better to run Torch as offhand than Mistcaller as CDR is a stat that suffers from diminishing returns.
If you get mana cost reduction maxed out, you can replace your Energizing Sprint with Refreshing Sprint, this will grant you similar value as CDR, although CDR is still the better trait.
Warning: Nerfs to both the weapon and chest piece will likely make this build fall out of meta soon. There are still other ways to play Bloodletter, but probably not with Stalker Jacket anymore. Refer to off-meta Bloodletter builds for some ideas on how to play this weapon post nerf.

Explanation:
Use jacket to get your enemy low and E to finish. Keep in mind the damage buff from your Q and E applies to your helmet and jacket. Don’t be afraid to use E early for damage, since there’s a lot of CDR in this build, E should come back in time for the finish when you need it. If the enemy have defensives that counters your Jacket, bait it out first by holding your mobility skills, activating the jacket, then run away when they use their defensive.
Strengths and weaknesses:
Excels at chasing, bursting, and escaping.
Damage relies heavily on armor and helmet abilities.
Variations:
Fiend Cowl for purge.
Mercenary Hood for damage reduction, interrupt, slow, and slight ranged damage which could prevent a remount or regen-food cheese.
Torch is a popular choice in place of Mistcaller. Torch gives the build a lot more ability to brawl, and since CDR suffers from diminishing returns, you don’t really get that much more value from having higher CDR, so many people would rather have a torch to allow them to do more auto attack damage and proc their weapon passive more often.
Avalonian cape is most common
Undead Cape to be extra safe.
Theford Cape is okay for a low-tier budget version
